WTH does this even mean?!?!?!?! 
Does it mean they want the woman to wait until she is 30 weeks pregnant and then someone induces labor? Or do they want her to be forced to risk dying attempting to get to 22, in which the fetus/baby MAY live and medical bankruptcy would be necessary after NICU??? WTF do they mean??????
The abortion must be done in a manner that “provides the best opportunity for the unborn child to survive” unless it creates a greater risk of the mother’s death or greater risk of substantial impairment of a major bodily function.

I assume that means that if you perform an abortion after possible viability of the kid, you have to try to save it.
Other than that, the bill is just the standard anti-abortion crap.

That is exactly correct. These people. 
(I saw a religious zealot explaining her miscarriage and she was talking about the D&C portion. How it was "lifesaving" for her. The interviewer asked if she knew that's the exact procedure used in abortions thru the 22nd week. She literally began heave-crying and screaming that she did not have an abortion. 
No one said she did. 
The willful ignorance is mind-numbing.)
